The original relocation of Hastings United FC centred on a partnership scheme between Hastings United FC, Horntye Park Management Company and developers who proposed the relocation of Hastings United FC and Horntye Park Sports Complex to a purpose built development to be called the Combe Valley Sports Village. Funding for the scheme was to come from the construction of residential properties on the Pilot Field ground of Hastings United FC and on Horntye Park the base for the Horntye Park Sports Complex. Unfortunately the scheme had to be abandoned due to the house builder, who was to finance the scheme, deciding not to continue with the scheme.

The house builder’s decision lead to Hastings United FC deciding that it should relocate on its own to what would be a purpose built football park, and Tilekiln Recreation Ground, a site owned by Hastings Borough Council, was identified as the most suitable site for a football based development. Hastings Borough Council decided to support the football club’s views

The overall scheme will centre on the development of housing on the Pilot Field the proceeds from which being used to develop at Tilekiln Recreation Ground a new football park for use by both the football club and the community. The facilities will include a football stadium, two other floodlit pitches, at least one of which will be a 3G artificial pitch, and other ancillary facilities which will include social areas, sports therapy suite, gymnasium, meeting rooms, classrooms and offices.

Hastings United FC have well documented problems with the facilities at its council owned Pilot Field ground. The facilities are antiquated, very costly to maintain and just not fit for purpose in the modern day. New facilities will benefit the football club and also the community who will have access to the facilities.

The overall development scheme has a large value in terms of investment producing substantial community, economic, educational and social benefits plus inward investment and vitality for the Hastings area.

Tilekiln Recreation Ground has been selected as the site for a new football development because firstly it is owned by Hastings Borough Council, secondly it is the only site available large enough to accommodate the proposals put forward, thirdly it sits in an area that has good road access from all areas and fourthly it is located in an area that is more industrial than residential in type.

The project team have been working collaboratively with Hastings Borough Council, the planning authority for the proposed football park. The overall scheme will shortly be put forward for outline planning permission and once granted a full planning application will be submitted with the planning process likely to include public consultation.

The facilities proposed for inclusion in the scheme to date include the following:

•Football stadium with an initial capacity of 1,950 – Stadium main stand would have match changing rooms, other pitches changing rooms, football academy facilities including classrooms, function suite, sports bar, offices, laundry, sports therapy suite, gymnasium and corporate facilities – Covered terraces would also be in place behind each goal and opposite the main stand.
•One or possibly two floodlit 3G football pitches.
•Floodlit grass football pitch.
•Off road car parking.
•Possible input of floodlit Multi Use Games Area to accommodate casual community football.
•Groundsman’s equipment store.
